Fixes found by the live run and by the tests: - per-level number shapes in the citation grammar: 'third party' no longer parses as the indicator 'part' plus the number 'y' (same for 'rules', 'items', 'Recommendations') — every one of those blocked a correct answer; - annex Parts C and I were silently dropped because those letters are also roman numerals; a level now declares its numbering system (+4 Parts, +21 points, corpus 2529 -> 2554 units); - an em dash between two references is punctuation, not a range separator; - a tool call printed as plain text is discarded instead of being shown; - an out-of-corpus block gets its own refusal naming the boundary; - FATF is a body, not an act: naming it is not a citation.
